About us

The Hampshire and the Solent Combined County Authority (HSCCA) is the strategic authority bringing together Hampshire County Council, Isle of Wight Council, Portsmouth City Council and Southampton City Council on functions that are best exercised across the region.

Introduction to the HSCCA Board

The HSCCA Board is the Authority’s principal decision-making body before the first directly elected Mayor takes office. It sets strategic direction, approves policies and budgets and oversees delivery of the Authority’s objectives within the powers conferred on HSCCA.

The Board operates through partnership, transparency and accountability, bringing together the perspectives of the constituent councils and any other members appointed in accordance with the Authority’s governing arrangements.

Our Purpose

HSCCA exists to coordinate regional action where working together can improve outcomes. Its purposes include:

supporting sustainable economic growth and investment;
improving skills, employment and opportunities;
enhancing strategic transport connectivity and infrastructure;
supporting housing delivery and regeneration;
strengthening collaboration between constituent councils and partners; and
ensuring public funding is governed transparently and delivers value for money.

Board membership

Board membership is drawn from the constituent authorities and other members appointed under HSCCA’s governing arrangements. This website does not publish a named officeholder until an authorised United Hampshire appointment record is available.

Role of the Mayor

The first directly elected Mayor is scheduled to take office following the May 2028 election for a four-year term. The Mayor will work with constituent council leaders and regional partners on HSCCA’s strategic responsibilities, while local service decisions remain with the responsible councils unless a function has been transferred.

Specific powers reserved exclusively for the Mayor are exercisable only after the Mayor takes office and the relevant legal provisions are in force.
