What is devolution

Devolution transfers specified powers, responsibilities and funding from central government to regional institutions. For Hampshire and the Solent, HSCCA provides a strategic level for decisions that benefit from coordination across local authority boundaries.

Role of the Hampshire and the Solent Combined County Authority

HSCCA gives the region greater control over strategic decisions, investment and partnership working. Its role is regional: local councils remain responsible for functions that have not been transferred to the Authority.

The first directly elected Mayor is scheduled to take office following the May 2028 election. Until then, HSCCA is governed through its Board.

Coastal communities in the Hampshire and Solent region

Collaborative working

HSCCA works with constituent councils and other public, private and voluntary-sector partners on issues that affect the whole region. Its nine areas of responsibility are transport and local infrastructure; skills and employment support; housing and strategic planning; economic development and regeneration; environment and climate change; health and wellbeing; public safety; culture; and rural and coastal communities.

Local councils continue to provide everyday local services and remain accountable for functions that have not been transferred. HSCCA works alongside them so regional and local priorities can be coordinated.
