Public safety and resilience depend on effective partnership working across local government, policing, fire and rescue, emergency planning and other responsible services.
Public Safety: What will be devolved to Hampshire and the Solent?
- Local resilience: HSCCA supports regional preparedness and partnership working with the bodies responsible for resilience planning and response.
- Policing and fire governance: governance functions that legislation reserves for the future Mayor are not exercised by the pre-mayoral Board. Any transfer takes effect only through the applicable legal arrangements.
- Information sharing: HSCCA participates in lawful information-sharing arrangements that support crime reduction, public safety and resilience.
Operational direction and control remain with the responsible police, fire and rescue and other emergency services.
Opportunities of devolution
Regional strategic governance can support closer coordination between public-safety partners, shared planning and clearer alignment between resilience, transport, communities and other regional priorities without displacing operational independence.
