Background
Culture is one of HSCCA’s strategic areas of responsibility. It can be considered alongside economic development, regeneration, place, the visitor economy and wider regional partnership working.
Strategic competence for culture does not by itself transfer every local cultural service or create additional statutory powers. Functions are exercised only where they are conferred on HSCCA or the future Mayor.
- HSCCA can convene cultural, creative, heritage and visitor-economy partners.
- The future Mayor may exercise culture-related convening or appointment functions provided by law once in office.
- Regional economic and place strategies can recognise the contribution of cultural and creative activity.
Culture in the Hampshire and the Solent Region
The region contains a broad range of cultural, heritage, creative and visitor-economy activity across its cities, towns, island, coast and rural communities. HSCCA’s role is strategic; local libraries, museums, recreation and other local cultural services remain with their responsible bodies unless a function is expressly transferred.
