Transport - the role of Hampshire and the Solent Combined County Authority (HSCCA)
HSCCA has a leading strategic role in how transport is planned, prioritised, funded and coordinated across Hampshire, the Isle of Wight, Portsmouth and Southampton.
Powers and responsibilities
HSCCA’s transport role includes:
- preparing and publishing the regional Local Transport Plan;
- developing the regional approach to bus services and public transport;
- coordinating strategic transport investment and funding;
- supporting integrated and accessible travel across council boundaries;
- coordinating key regional routes where those functions are conferred;
- supporting active and lower-emission travel; and
- exercising other transport functions when they are lawfully conferred and commenced.
A small number of transport responsibilities are reserved to the future Mayor. HSCCA does not exercise a mayor-only function before the Mayor takes office.
Challenges for transport in the region
The region includes major urban centres, rural communities, coastal areas and island connections. Strategic transport planning must address reliability, accessibility, network capacity, cross-boundary journeys and sustainable travel.
