Background
HSCCA has a strategic role in coordinating housing, infrastructure and spatial planning across the region where functions have been conferred, while local planning authorities retain their own statutory responsibilities.
Housing and Strategic Planning: What will be devolved to Hampshire and the Solent?
- Spatial Development Strategy: regional strategic planning can guide the distribution of development and infrastructure across local authority boundaries.
- Housing needs: strategic evidence can support assessment of housing conditions and demand.
- Land and regeneration: conferred powers can support strategic land assembly, development and regeneration.
Some strategic planning powers are exercisable only by the future Mayor, including any mayoral development corporation, mayoral development order, mayoral infrastructure levy or mayoral intervention power provided by law. Preparatory work may be undertaken where legally permitted, but mayor-only powers are not exercised before the Mayor takes office.
Opportunities of devolution
- better alignment of housing with transport and infrastructure;
- stronger coordination of regional regeneration priorities;
- planning at the scale of cross-boundary housing and economic needs; and
- closer integration of housing, environmental and economic strategies.
