Background
Hampshire and the Solent has different labour-market and skills needs across its urban, rural, coastal and island communities. Regional skills planning can help align adult learning and employment support with the needs of residents and employers.
Skills and Employment: What will be devolved to Hampshire and the Solent?
Subject to the applicable commencement and readiness arrangements, HSCCA’s role includes:
- Adult education: strategic commissioning of devolved adult skills provision where that responsibility has transferred;
- Skills and employment support: coordinating devolved funding and programmes to meet regional needs; and
- Strategic Skills and Employment Plans: setting regional priorities and working with employers, providers and constituent councils.
Apprenticeships and functions retained by other education or employment bodies remain with those bodies unless they are separately transferred.

- connect skills policy with economic development, transport and regeneration.
