Background

Health and wellbeing outcomes are shaped by public services as well as housing, transport, employment, skills, the environment and access to local support. Responsible health bodies and local councils continue to lead the health and care functions assigned to them.

Health and Wellbeing: What will be devolved to the HSCCA?

• Strategic health and wellbeing duty: HSCCA considers health and wellbeing when exercising functions for which that duty applies.
• Partnership working: HSCCA works with responsible health and local-government bodies so regional strategies can take account of health outcomes and inequalities.

Local councils and responsible health bodies continue to lead individual care, public health and health-service delivery where those functions have not transferred to HSCCA.

Opportunities of devolution

• connect health and wellbeing with housing and strategic planning;
• integrate health considerations into transport and active travel;
• align skills and employment support with wider wellbeing objectives; and
• coordinate action on regional inequalities where HSCCA has relevant powers.
